A lot of locals agree with this letter. As hobbyists, a lot of us get tossed in the same basket as John "Radio Shack" Doe. The rules are a bit narrow, and although some order is needed (or wanted), being too square hurts.
FPV Ottawa (group) are one of the local official groups for racing FPV quads. They have an official land for summer racing that is "within" the common rules and new regulations. They met twice with Metro news. The last time was Monday (March 20, 2017) where they were asked their opinion on the new regulations. FPV Ottawa suspect Metro News trimmed down the opinions for the article. It's not clear but in short, it's like FPV Ottawa said “Ah well, we need rules, so...”.
The regulations seem to be a first 'official' draft and may be amended depending on how things go.
There is a petition posted above to ask to loosen the rules.
Indeed lots of talks...
Note, these regulations affect quads, drones of certain sizes, functions etc. If you have a micro drone, toy, Inductrix, etc. this does not apply to you. Only if you reach asize, weight or category, but it is good to read up on it.
